With reference to the enclosed statement reporting the illegal arrest of two men in the waters of the Colony by the Chinese Gunboat Kwong Lee I have the honour to request that you will be good enough to take steps to procure the immediate banding over of these men and at the same time to pro- -test in the strongest possible terms against this infraction of

our territorial rights.

I understand that the Gmboat "Kwong Lee"

is now in Bias Bay.
